If you have The Grimtotem Are Coming in your questlog you will not be able to get this quest or the Wind Rider to the Summit.
You have to take the windrider to the summit. If you get there on you own, you won't be able to finish the quest.
You can also complete this quest through Shyn, the Flight Master in Camp Mojache, Feralas.
