TheWoWDBIf the Freewind Brave who you hand the quest in to is not there when you get there, just take a few steps along the northern bridge and he should appear.

This was exactly my problem as well. However, if there are Grimtotems fighting, they must first be killed. Also make sure to dismount. :)

Description
We saw to it that the brave was healed and re-equipped. I already sent him back into the field. Head back up and go to Darkcloud Pinnacle. He'll meet you there.
