For any Horde that might be concerned about having to join/do a raid for this quest, don't be. You're going to a separate little quest pocket (and it is oh so cool!)...
Yes, you need to zone into the Crucible of Storms instance. You do NOT need to try to figure out how to climb the mountain. Taking the Ironmaul Overlook flight path got me closest to this. Shrine of the Storm flight path was just ridiculous to try to navigate down from without being killed or being ported backwards.

Description
The relics are ours... as it was meant to be. There is but one more step needed for the great truths to be revealed. The naga sought to summon their storm from a place that echoes with ancient power. Though this site has had countless names over the ages, you mortals know it as the Precipice of Oblivion. I will go on ahead and begin preparations. Join me there.
