TheWoWDBSeems to be bugged as of 24.08.18, at least on most EU realms I could hop to. The star's on the map, the ground spot is there, but no snakes spawned.
Update: later same evening I was able to complete that WQ, however next time it showed up, it was broken all day long and eventually expired uncomplete. Appears to take some manipulation from server side to reset it even temporary.

Rare is close to the south road from Nazmir in the mountains.
Road up starts at the Valley of Sorrows.
If you follow from road from Nazmir and take south road you can find a road up 20-30 yards after the collapsed bridge. (on the left side)
On the rare mark you find small snakes, kill them and it summons the rare.For TomTom users
