In case you are like me and were repeatedly reading the quest, looking at the world map, wondering where in the heck these bosses are...
They are in Skyreach the dungeon, if you were not able to tell from the map on this page.
I would like to point out that the heroic dungeon for Skyreach does not give credit for this quest. I don't know how I have never seen that in 10 years of wow but it did not give credit.

Description
We have dealt a crippling blow to the Adherents, but our fight is not yet finished. Gather your allies and prepare for the final siege on Skyreach! "Shadows gather when the raven swallows the day.
