This quest is a part of a short chain in the Legion Enchanting profession questline, that ultimately teaches Enchanters to make [item=128535] (one of 3 Enchanting pets coming in Legion). Level 106 is required to start this particular chain.
[npc=98367] can be found in Stormheim at [39.4, 42.6], in a hut partway up a mountain.

Description
For many centuries, even after death, I was capable of weaving enduring enchantments. But since the theft of my enchanting rod by a greedy king, I can barely sustain the little magic I have left. If you can recover my enchanting rod from the god-king's ghost, I will reward you in kind.
