Inquisitor Tivos is in a subzone, you have to use a portal at 26.8 48.8 to get to him.

Inquisitor Tivos located in 58.2 52.0 spot, but you can only get to him through a fel green portal located in 26.7 49.0 spot in Faronaar. When you touch the portal you'll be teleported in to Tivos lair. Go down the stairs, Tivos is there.
If you got rare version of quest, Tivos becomes really hard enemy, his [spell=214415] become dangerous and [spell=214183] also hits hard and must be kicked asap.
