Rare has 9.35 million health and you have to interrupt Drain, and avoid frontal Erupting Shadow casts
First kill will give you 70 [currency=1220] like any other rare. I think there is also a chance to get [item=138839]Objective of WANTED: Inquisitor Tivos and part of Adventurer of Azsuna
Go to 26.78 49.05 and use the portal. Once inside the structure hug the right wall and follow the path to the floor below. Once your on the floor below he's on the south-east side of the floor. There are some mobs you have to clear to get to him.
