You're in the right location, the NPC just isn't there yet. In order for the turn-in NPC to appear here's what you need:
- Revered reputation with the 7th legion
- [item=163047] Use this scouting report and the next time you check your missions, you'll have a mission to scout this area out(unlocking it)
- You'll receive a quest upon completing the mission to travel to Zuldazar yourself
- Fly/run to the spot specified and click on the alliance flag, which currently doesn't show up upon arriving

Prime Thumpknuckle is at 48, 34. A bit south on the road from Mugamba Outlook.
As of today, I was able to pick up the quest and complete the requirements, but the turn-in area (Mugamba Overlook in Zuldazar) is empty. The other comment makes it sound like this area may unlock later in the War Campaign. So for now, just hold on to it if you've completed it or abandon it until later.

To any and all brave enough to seek the challenge: Find and defeat a Prime Thumpknuckle, the largest and most dangerous of all the wild gorillas. They can be found up and down the road from the Village in the Vines. A reward for any that succeed!
