For solo players who can't find PUG or don't want to wait, this is doable as a 113 bm hunter with only quest and LW gear.
As of 8/24/18 quest completion for the quest was reset and it now rewards 250 reputation with the [faction=2159] (Alliance). This change comes after a Q&A on 8/23/18 when a question was asked about the WANTED! quests in Zuldazar/Kul Tiras and reputation rewards.
Tip: Run away when he uses his enraged buff. He is one of the harder elite quest npcs.
