Dark Chronicler rare is located in [zone=9570] Xibala zone on Zandalar isle.
He is in the cave and entrance is quite easy to find. On the map you see a giant fossil, near alliance main base. (the most southern peninsula)

The cave is called the Throat of Xibala.. so you literally go to the mouth of the dinosaur on the mini map and down his throat.
