The rare is right where the quest marker is, there is a path that take you there from Lorlathil, not hard to get there. Has quite a bit of health pool, so it's better to do it with 2-3 people unless you are massively geared.
Seersei is located in Val'sharah.

- if you start from "Lorlathil", take the way to the west to go out (not the bridge) to the "Field of Dreamers". After a few meters you go over a bridge, turn to the right and you will see a passage in the rock, "Sabermaw Bluff". Goes through to "Wretched Hollow" and follow the way to the end, there you will find Seersei surrounded by fossilized animals. Defeat the harpy to rid the forest dwellers.
In the near is [npc=109281], but you can find her only during a world quest.World Quest:

Pro Tip: Face her to the end of the cliff behind where she spawns, the charge she does is long enough to reset herself.
