Soloable for anyone with a slow.
Just pull him out of the building and run laps around the building. He's not very fast so if you have a slow he'll never touch you. Just keep dots up or hit with ranged abilities. It's safe to attack in melee range for a few attacks each time the bleed falls off.
Discipline Priest solo.
He killed me the first time.
I then used PW:Shield to outrun him running around the building in circle non-stop.
And DPS him using PW: Solace and Penance.
