Lots of old misinformation on this page for how to get this breadcrumb quest... You do not have to complete The Fargodeep Mine or The Jasperlode Mine to get this.
All you need to do is the missing guard quest chain starting with A Fishy Peril and ending with Cloth and Leather Armor. You can do all of this at level 1 with a freshly created Alliance character, there are no other prerequisites.
Since it's a breadcrumb for Westbrook Garrison, you also cannot get this if you have already completed Riverpaw Gnoll Bounty, unless you Party Sync with someone who hasn't done the Elwynn quests and do the entire A Fishy Peril chain again while in Party Sync. The 15 year old top comment on this page (as of writing this) is wrong.
I spent a good chunk of time testing this so hopefully it helps someone out there who is missing this quest!

Description
The Garrison on our western border sends word of increasing gnoll and thief activity. They're requesting we send more Stormwind soldiers... but we just don't have any to spare! If you can help, we could use it. Go and speak with Deputy Rainer at the Westbrook Garrison and see what he needs done. The Garrison is down the road to the west. After you cross the bridge over the small brook it will be to the right.
