That leads you to speak with Guard Thomas via quest "Further Concerns."
Guard Thomas sends you on a quest called "Find the Lost Guards" and a couple of steps later, you get the armor quest for the Patched Pants.

I ended up abandoning this quest.
It's a looong way to go for a crappy reward and only 200 exp
