[npc=189479] gives a series of quests that seems to be gated by day, likely ending in What a Long, Sweet Trip It's Been and giving you Recipe: Hoard of Draconic Delicacies (confirmed by @Tompi3)

You unlock the quests by picking up The Ruby Feast! from a poster in Valdrakken. When you turn in that quest, she will give you the first quest leg (always seems to be the same for everyone). Each one sends you to some far-flung NPC in the isles, who then gives you more quests. Finish that NPC's quests, and return to Rumi. When you return the next day, she will give you the next quest leg (may not the same order for everybody; compare to @Tompi3 above). The quest legs after the first one all seem to be short in comparison.

Then, once you are done all seven quest legs, you should get What a Long, Sweet Trip It's Been.

There are some NPC quests that recommend a group, but I found them solo-able even as a healer (fistweaver monk).

You can eat each food that the quest legs reward you with to get Great Gourmand of The Ruby Feast; or you can eat the foods on the table next to Rumi and Morsel (the food on the table will match the quest rewards for the leg you are on).

Completing this rewards us with a recipe for a cheaper feast (or simply another way to create a feast) for Season 1 DragonFlight. You can put the recipe on AH

Daily (It was NOT daily prior to Raid release), not linked to the achie.

I completed Grand Gourmet on the 13/12/22 - Below Athenas88 confirms its not linked to achie.

On 6/12/22 - First quest received related to Ruby feast - Posters around the city ask you to visit the Ruby feast. Followed by a quest or 2 to go somewhere and then collect some ingredients. No reknown level was hit prior so no prompt there.

Seems It was tied into when raid was released (albeit one quest was introducing you to the feast before). After this you should recieve a daily quest from Rumistraza to go somewhere collect an ingredient and come back. After 7 days you should get "What a long sweet trip its been". Below is my quest line order and dates :)

On 14/12/22 - another quest from Rumistraza - Wednesday EU reset day and raid release. First of the dailys.
On 15/12/22 - Another quest from Rumistraza
On 16/12/22 - Another quest from Rumistraza - Finest Fungi at the feast / Future-Fresh Fungi
On 17/12/22 - Another quest from Rumistraza - Azure Coast "Delights to Delve for"
on 18/12/22 - Another quest from Rumistraza - Hearts of Starch / Navigating the Leapmaize
on 19/12/22 - Another quest from Rumistraza - The eggs the thing / Anything But a Breeze
on 20/12/22 - Another quest from Rumistraza - What a Long sweet trip its been :)
