Tyrangulation is a quest for level 10-70 in Thaldraszus. It is step 11 of 13 in the Reforging the Tyr's Guard storyline. The quest's turn-in marker is in Thaldraszus at 60.4, 58.7. It rewards 11,900 experience and money.
The portals are ready. The sooner your team deploys those beacons, the sooner we can get the location of the disc.
How you deploy your forces is up to you--and Travard.

For those wondering if you should "not listen" to take the middle portal, you can't enter the other two so don't worry about misclicking or missing out on anything fun. Just hop in the middle portal and enjoy!
Really should've been instanced. When you have things like this, having multiple people at multiple different points always causes the dialogue to either be out of order or bugged.
It shows the interaction hand on those portals, so they are very tempting! But as you said, they do nothing.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Now, let's get to work tracking down the disc. I can't believe that after thousands of years we are so close to seeing Tyr return, much less that I will have a hand in it. We should meet with Chromie and Eternus inside. They'll tell us what to do next.
Taken from the storyline's own step order.
Valunei and Talthis still aren't back. They must have had trouble with their beacon. We can't find the disc without it, and there's no way to help from here. We must lead the Tyr's Guard through their portal to help. Are you ready, <name>?
Reforging the Tyr's Guard has 13 steps, from A Dislocated Disc to Dislocated Disc Located.
Maps its steps are placed on (steps per map): Thaldraszus (7), The Azure Span (6).
