I can't turn this in either. I'm not a miner, but that shouldn't matter. I've been able to turn in other Work Order quests for professions I don't have.
They had these in Legion too and I never understood it. It takes a lot of time to collect 40 ore, and that's several thousand gold worth of materials on the auction house. Why would anybody throw that away for a tiny amount of rep?
