After you either craft the pendant or buy it from the AH, go to First Arcanist Thalyssra in Suramar to turn in the quest. 45.1, 44.1
Negative. You can purchase a Queen's Opal Pendant off the AH and complete the quest without going through the whole JC questline. Confirmed by myself, as I just did it, because I'm lazy.
