Marked near the base in Suramar. Cant' find the quest giver.

You must first Tailor: Silkweave Slippers. That's 12 Shal'dorei Silk and 1 Runic Catgut.
First Arcanist Thalyssra needs 50 Ancient Mana to feed (unless she's already fed) and she will give you the recipe when the Silkweave Slippers have been tailored.
