You have to be 110 level and questchain starts in Dalaran.
There are around 200 quests in Suramar
(and lots of World quests), but you need only 37-40 quests for this achievement2-nd column in this table has numbers and they mean that you can do quests at the same time. For example you can take Ancient Mana or Oculeth's Workshop or An Old Ally and you can choose to do Chief Telemancer Oculeth part first or Arcanist Kel'danath

There are 3 quests Feed Thalyssra, Feed Valtrois and Feed Oculeth in Shal'aran Suramar (Cave at 35.0, 47.6). All of them work like daily quests. You feed NPC with 50 [currency=1155] and he gives you a buff and 50 reputation with the [faction=1859]. Can buy buff at any time, but reputation quest can be done once in 24 hours.

It shows how long you have to wait till the next time you can feed the npc.
You can't interact with npc if they need food, so feed them if you want to complete quest or start a new one.Next: : Good Suramaritan part

I am slightly confused about the reward for this achiev. It says "unlocks Surumar world quests", but I was already able to do Surumar world quests when I hit 110 before I completed this. So what does that mean exactly? Is there any actual reward?
