Garrison treasure missions are sometimes offered to you if you have a [building=36]. They have a roll of bills next to the name, instead of crossed swords. To get credit for this and related achievements, you can't just complete the mission, the mission must be successful (i.e. you earn the mission reward).

Just change your building. You can build a new one on top of an old one anytime. If you're interested in doing the achievements just change one of your current when you have earned everything.
I'd like to add that these missions will appear in your Command Table at the Town Hall. As stated in Eillesthis' comment, they have a roll of bills next to the name.
