Azer'tor rare is located in Vol'dun in the Ashvane Encampment subzone in Redrock Mines Cave on Zandalar isle.
He is n the south part of the map, to the west from Temple of Akunda.
Cave entrance is near the place where railroad is entering the mountain.
When you enter the cave move strait and rare is a little bit to the left.

Level and Map Tracking

The game data tunes Azer'tor for levels 30 to 60, Battle for Azeroth content.

The map marks it with vignette 2,352, which the client hides once hidden tracking quest 49252 is complete. In game, /run print(C_QuestLog.IsQuestFlaggedCompleted(49252)) prints true when that quest is flagged for your character.
