Relic Hunter Hazaak rare is located in Vol'dun Zul'Ahjin ruins on Zandalar isle.
He is to the south of Atul'Aman in a small room in the side of teh wall. Entrance from the north.

To find this NPC, get to 48.9, 70.7 in Vol'dun; then, if you face exactly south then you will see him inside a chamber in the building in front of you. I've included a screencap here showing me standing at these coordinates and facing south, where you can see the NPC. Hope this helps.
