Sirokar rare is located in Vol'dun The Cracked Coast subzone on Zandalar isle.
He is on a small hill on the coast north of Port of Zem'lan.
Easy to find, just follow the coast. Road up the hill starts from south-west(near the coast)

Level and Map Tracking

The game data tunes Sirokar for levels 30 to 60, Battle for Azeroth content.

The map marks it with vignette 2,891, which the client hides once hidden tracking quest 51075 is complete. In game, /run print(C_QuestLog.IsQuestFlaggedCompleted(51075)) prints true when that quest is flagged for your character.
