Scaleclaw Broodmother rare is located in Vol'dun at Arid Basin subzone on Zandalar isle.
Rare is east of Port of Zem'lan and south of Atul'aman (south of the ruins)
You can follow the north-west road from Temple of Akunda and at the end of the road you will see the rare.

On my mini-map, for some reason, where the star appears indicating where the rare is, the mouseover on the star showed up as Thornscale Broodmother. Imagining this to be a placeholder for the Scaleclaw Broodmother, I went to kill it, and discovered that, despite the label on the minimap, it was the Scaleclaw Broodmother.
