you can ask gina mudclaw for the location of any of the recipients of the gifts and she'll mark it on your map.
i'm not sure, but i think you can't turn in gifts until lvl 90. if anyone knows, please add that info.

I just tried to turn in this item to Fish Fellreed. I could not do so at level 89. I have completed the first farming quests, however.

I am exalted with the tillers, and I am level 90. I still can turn in Jade cat to the ones I am not best friends with. The ones I am best friends with, I can not turn it into them. This might be the reason why you cant turn it in, is because you are best friends with them. Check this and see.
