When you receive a token (Token of Shadiness - not sure where I got it--sorry) and auto-receive the shady character quest go down below the main street and go to the docks below where you will find Dodger the Pet Smuggler. Turn in the quest you get something like 2 Gold and it unlocks the ability to purchase pets from him for Polished pet charms.

Here is the list:

Bloodfeaster Larva 200 charms
Accursed Hexxer 500 charms
Raptor Containment Crate 50 charms
Toad in a Box 200 charms

This is kind of a confusing quest,
You need to queue for pvp pet battles (in your pet journal)
when you win there is a chance of "A shady message" popping into your inventory
right clicking the message gives you a BFA mission table mission, complete that to get the token

Description

Your followers tell of a smuggler of wit and guile, who was able to charm them with stories of lands far and wide. Though it cost a fair sum to retrieve, they managed to obtain a token which when displayed to the smuggler, will allow the bearer to purchase his wares.
