TheWoWDBSo, this can be a little confusing at first. What you need to do:
1. Go around and gather up Stewards that are highlighted. They have visible roles--like carrying water, food, a basket, scrolls, a hammer. Once spoken to, they follow you, and you can gather more than one at once.
2. Go around to NPCs needing help. Stand near them, ask what they need if you need a hint, then talk to the appropriate steward to assign them to help. If you pick the right one (eg. asking the water-bearer to help the thirsty aspirant), they will say "I fix" and go to help; if you pick the wrong one they'll simply tell you they can't help. You'll then need to wait a brief moment before trying with another Steward.
