TheWoWDBStand in the blue circle about 20 yards in front of where Polemarch Adrestes stops and turns around, then press your Extra Action Button. The blue circle blends in and can be harder to differentiate which is why I am posting this here. Hope this helps!

If the Arcon is disappearing and there is no special action button circle appearing on the ground, you may be stuck in an old group/raid. Try leaving your party and doing the quest again.
I seem to be the only one bothered by the fact that is is entitled " A proper reception" and yet we're not worthy of a physical appearance of the Archon for it and the accompaning cut scene.

Description
Though the path you follow is not that of a traditional ascended, it is a kyrian path all the same. To follow it is to bask in the footsteps of the innumerable lives before us, forever in service to a good far greater than we can achieve alone. To join us amidst such strife is an accomplishment worthy of recognition. Our Archon has called all among us to join her in welcoming you to our ranks.
