World Quest occurs at 67, 29. There is an additional step that is not currently noted of Assist Aspirant Thetes. He is hiding behind the wall at 66.3, 28.1. Once you speak with him, he runs to the central platform for a few seconds before running down the main stairs. About 5 yards after reaching the bottom, he mostly says thanks. You will then get credit for assisting him at that point.
Not sure if this was changed in recent patches but I did not have to talk to anyone. Once I gathered the 100 item drops from the spiders/monsters, I had to click my action button (which I can never see when it pops up. Bliz please, please, make it more obvious that I have to click a button!) to create a rift and go and kill one extra monster. Gather the orbs it drops, they buff you up.
The description for this quest is awful: once you find Thetes, you must follow him around until he thanks you and leaves. Then you must clear everything. If you clear everything and then talk to him, you'll have to follow him around again, making it incredibly inefficient.
TLDR: first follow Thetes around, once you're done, start killing thingies to your heart's content.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

/way #1533 67.4 29.9Map coordinates of the pins above. An area the client draws as a shape is given by the centre of its points.
Quests whose map markers the client places closest to this one on Bastion, nearest first. Distances are straight lines between the markers.
Flight points closest to the quest’s first objective area marker on Bastion:
Straight-line distances in yards between the quest’s own map markers (QuestPOI) and the client’s flight-point positions (TaxiNodes); flight paths and terrain are not modelled.
First seen in build 12.0.7.68887 (Midnight patch 12.0.7, the oldest build in our datamine).
Steps, storylines and map placement from the client’s QuestLine, prerequisite and QuestPOI data; neighbouring quest text is Blizzard’s own (quest API), shortened to its opening sentences.
Completing this quest counts toward this achievement.
