you have to talk to brann in dornogal, to do the two skips! then he will give you the first quest
With the achievement Two Warband Mentors: The War Within, accept the quest Something on the Horizon from the UI once you reach Level 80, and after turning it in with Brann Bronzebeard, he will have the chat option "I'd like to join the reinforcements". This will then auto-complete all steps in the War Within quest chain up to Surface Bound (no rewards for any of them, sorry!), and instead give you A Time to Come Together to allow you to continue with the Campaign from The Fleet Arrives
