Quest seems bugged for me, neither relog or restarting the quest helped. Just can't talk to him...

I was able to fix it after completing the other side of the campaign where you have to complete a set of skyriding quests and fight the big robot with your Stormrider. This is also the same reason that you cannot see the daily quests and cannot skip the dalaran quests through Thrall yet.
He's hiding behind the conveyor belt thing. Definitely talk to him for more quests before going into the cave; there's a bunch!

What to do
Description
Outlander. Your aid is requested. The earthen here have said you would be of help. Our fellow earthen at the Opalcreg have not reported their quota for the past day. There must be something causing a disruption. Would you pay Foreman Alvegar a visit?
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

After this quest
Taken from the storyline's own step order.
- Third Mine Blind
I got cut off from the rest of the crew. We did not expect to be attacked by nerubians. Though I can't imagine the rest quitting. Our duty is too important to give up just yet. Barging right into the mine could cause the nerubians to frenzy and hurt the others.
