In Orgrimmar, the portal to CoT is in an underground chamber down some stairs to the right as you are facing the exit of the portal area. A kind player showed me where it was or I would have had a much harder time finding it. TY Sonikku! ..../salute
Apparently this is a one-time quest, not yearly. My main did not get the item in the bag nor the quest from the 16th anniversary bag.
