TheWoWDBGo to the Nar'thalas Academy in Azsuna at 53.88, 40,59, inside run down to the level the water is falling to, then thru a doorway and down 2 flights of stairs (one behind a door you need to open). At the bottom there are some target dummies called Wand Targets, use your special action button until you have hit 6 of them, quest complete. Easy as pie.

Stand right next to the Wand Target right in front of it (as close as you can) and just keep spamming the extra action button (wand practice)

Hmm the quest spawned today (patch 7.2) and it seems bugged no progress whatsoever, the targets don't notice when u hit them. And i'm not the only one having this issue
