As far as we're aware, this is working as intended. From what I can see Helya-related World Quests are designed to drop Soul Fragments, but only while the WQ is available (in other words, they shouldn't be dropping if you kill the same mobs while the WQ isn't available).

Head west from Azurewing Repose to reach the Grey Shoals along the coast. Once there, you will need to kill enemies and perform activities in the area to fill your progress bar to 100%.
Helhounds are worth 2%, non-elite vrykul like Cursed Riggers and Helarjar Raiders are worth 6%, elite enemies like Seidr are worth 25%, and destroying items such as Kvaldir Weapon Racks gives you 5% progress. The world quest will be considered complete once the progress bar reaches 100%. This is one of the Helarjar world quests that is unlocked by completing Helya's Conquest.
