I cant turn in the quest to chromie, anyone else have this experience?

Jarshy is correct. To get or hand in this quest you will need to complete the the BFA starter quest. I can't speak for Alliance as I've only done this on Horde but once I got the portals up, handed in to Princess Talanji and received the "Welcome to Zandalar" achievement I was able to pop over to Orgrimmar and pick up the Timeline quest from the adventure tab. If it is still is bugged for you I would recommend logging out then back in.

My mates couldn't either. If you finished the tutorial and accepted the quest to begin BFA (you will be visiting the city), you need to follow the quest until arriving to your BFA main city then tp back to Stormwind/Orgrimmar and you will be able to talk to Chromie
