Even if you are on an alt and can already gain access to the Emerald Dream, you need to fly to the Ohn'ahran Plains to finish off the quest "Call of the Dream" and then go into the portal to complete "Emerald Welcome". That then finishes this quest. (Note: this is once you've either done the initial quests, or accepted the skip).

Probably the fastest way to get the "Continue the Guardians of the Dream campaign" part done on your alts:

1) Take the portal in Valdrakken to the Emerald Dream camp (pick up the new flight point there),
2) fly from the camp through the Dream portal to get to the Ohnaran-Plains side,
3) turn in Call of the Dream quest,
4) pick up the Emerald Welcome quest, which teaches you to use the Dream portal 🙃
5) fly back through the portal to the Dream side and turn in the quest.

If the quests seem to be unavailable, then you probably just forgot to use the [item=208181] item in your bag.

So, yeah, Blizz is keeping to their standards, pretty brainfree quest design 🤪

Description

The Emerald Dream suffers at the forces of the Incarnate Fyrakk. In its turmoil, some of its seeds have trouble taking root. In exploring the Dream, I am certain you shall collect some special seeds. Plant them in soil and nourish them into a bloom, and I hear they will share bountiful gifts with you. Go forth and help life blossom in the Emerald Dream!
