I'm not sure if it's meant to be this way, but the Aiding the Accord: Suffusion Camp weekly can only be accepted by alts that are level 66 or higher. It seems that it is no longer the case where if you are too low for the weekly activity they give you a version of the quest where you only need to gain rep to complete the quest.
