How are we supposed to do this quest? Where do we do it? I'm at the Ruby shrine, I chose a dreamsurge ability and then the quest just dead ends with no explaination of where to go or what to do. Typical WOW quest. We're supposed to collect

Just fly over the location where Dreamsurge mark appeared (The Waking Shores for now) and collect these little green orbs. They are everywhere - under the bridges, between trees, rocks, in the tops of towers etc. Then just get 3 000 of reputation across the Dragon isles (any kind) and you get the quest done.
Or you can get the Dreamsurge Coalescence by:
- doing Dreamsurge weekly quest
- closing spawned portals (my was near /way #2022 41 77, it respawns with the cooldown of Dreamsurge)
- killing enhanced rares in actual location of Dreamsurge
- doing world quests in actual location of Dreamsurge (mouse over Dreamsurge icon on your map and the events will glow)

Where is the Dreamsurge?
The Dreamsurge rotates weekly between the 4 original Dragon Isles zones. Check zone maps for the large blue and green icon in the shape of a droplet. The droplet marks the location of the druid Dreamsurge camp. Once you're in the zone, click the icon: all world quest markers glow. Mouseover the icon to see the time remaining until the next Dreamsurge (occurs every 30 minutes.)
Where is the Waking Dream portal?
A Dreamsurge spawns a Waking Dream portal every 30 minutes -- look for a large red swirl on the zone map. The portal spawns in the same spot during the week.
Lag: After the portal opening is announced, you won't see the portal icon for about 3 minutes. The timer immediately resets, showing 29:00 minutes until the next portal spawn. Not to worry -- watch the map.
What can I buy with all the [item=207026] I'm collecting?
See Worgen vendor [npc=210608] at the Dreamsurge camp.
- You can keep collecting [item=207026] after you finish the weekly Shaping the Dreamsurge.
- View your [item=207026] count by dragging the icon in your inventory to an action bar.
Need to collect [item=207026] faster?
Try dragonriding through orbs of [item=207026]. These show up best at night and respawn. Thaldraszus has concentrations of orbs in Valdrakken and surrounding areas.
What to do if the onscreen counter stops registering orbs while flying?
Keep flying through orbs. The counter will suddenly self-correct and the screen will be full of [item=207026]
loot notices.

These are rare zone elites that spawn in a translucent green recolor. The spawn will be announced in red in the Chat box. But you’ll have to mouse over the rare markers on the zone map to check names.- Pick the large [object=406385] plants. They are translucent green. They always drop [item=207026].
- Kill anything that spawns near the Waking Dream portal. Kill the elite from the portal.
- Fly through glowing green orbs of [item=207026] in the Dreamsurge zone. These are found in towers, under arches, under bridges, near rock formations, near structures including canopies. Can be seen more easily at night.
3)Kill the rare elite that spawns from the Waking Dream Portal.To summon the elite, fill the progress bar by killing creatures from the portal. Picking the large red flowering plants also counts. Some, but not all NPCs will drop [item=207026].4)Close the Waking Dream PortalThe portal closes automatically when the elite from the portal is killed.Reward: [item=209833] containing ilevel 402 Veteran armor that binds to account.
