I had no idea where to turn in this quest once completed. Turns out you need to go back to the town of Ramkahen and the quest question mark will show up. The guy is High Commander Kamses.
I spent a good >15 min trying to figure out where to turn it in. I should've known better though. Sigh.
I was not able to talk to Captain Haden. The quest did say this was optional. I was able to turn the quest in back at the Seat of Ramkahen.
