Remix at 80 DH. I came to Org and the door to Grommash Hold is closed. While still in Org with the quest, I abandoned it, Khadgar appears near the entrance to Org and has the same quest for me, I accept quest and Saurfang is now at the entrance to Grommash Hold. Hope this helps someone else.
Posting this here after updating my forum thread for visibility.
I managed to fix my friend’s DH who was stuck in the phase of Org pre-joining the Horde.
Now this is not a promise it will work for you as well but if anyone here does not have a buddy to help them I will be leaving my newly leveled Belf DH outside Org. Reply to me and I will try lending a hand in hopes that this might work for others. Again no promises but since Blizz has been just straight up refusing to even acknowledge the bug I guess the community has to.What we did: I created a new DH and took him through the starting area. Once I arrived in Durotar I partied up with my bugged buddy and phased him to me. Then I took the quest from Khadgar (“Audience with a Warchief”). Now I do not know if this matters but I did things in this specific order:
I Spoke to Saurfang, then flew outside, then level synch’d us. This phased me into his layer but I was now somehow able to share “Audience with a Warchief” despite this previously having shown as completed for him. Once he had the Quest he was able to speak with Saurfang and get the Vol’jin cutscene as well, and after that his layer issue seemed fixed. He finished the quest by going to Dal and when he returned to Org everything was as it should be.
It’s convoluted but I won’t question it if it works. For us none of the other stuff like trying to fly into Durotar quickly or being invited by others or talking to archivist in Dal worked but this did, so if anyone is in the same boat maybe this will work for you, too.

Description
Tensions are running high, demon hunter. Warchief Vol'jin was gravely wounded in a disastrous assault on the Broken Shore. I suggest you offer your skills in service of the Horde before your presence is... misinterpreted. High Overlord Saurfang commands the city's defenses. Though wary of the Illidari, I believe he will give you a chance to prove your worth. Speak to him and request passage into Grommash Hold.
