To turn in this quest, go to 57,54 in Dragonblight. There will be an NPC named Tariolstrasz who will offer a dragon to the top of the tower. Up at the top you will be able to turn in the quest. The level of the temple in which Tariolstrasz resides is on par with the snow and rest of Dragonblight so it's not very hard to find him like some are making it out to be.
Yeah, and to clarify, it's the western side, his name is Tariolstraz (I know people have said it like 40 times, but i like to say it for kicks), and he has 3 drakes behind him going all flippity flaps. And if for some reason you don't know which way is west, it's the left hand side on the minimap, and under all the falling dragon guardians.. Oh well i guess they fall all around... But one may have fallen on him, so you might have to dive in. :P

Description
Our assault against Angrathar has staggered the Scourge, but they remain unrelenting. From overhead they send their frost wyrms to strafe the field of battle, making an advance upon the gate itself impossible. The frost wyrm attacks must be stopped, but before we defile the bones of ancient dragons, we must gain permission from their queen. Travel southeast to Wyrmrest Temple and seek out Queen Alexstrasza. Tell her what we must do and ask her for guidance. Go now, {name}!
