What you need to do is to just fly in the direction that Merithra of the Dream is looking (Merithra is the NPC that gave you this quest).
In other words, Tyrande Whisperwind will accept your quest if you fly to the zone Amirdrassil which is located west of Ohn'ahran Plains in the Dragon Isles and talk to her there.

What to do
Description
As you know, Amirdrassil is no ordinary tree. Tyrande Whisperwind and the rest of the kaldorei have been preparing to properly welcome it with a ceremony of their own, and establish a new moonwell. I am certain that Tyrande would want you there for the dedication. Let us join them at the Central Encampment.
