There are issues with autoattack in vehicle quests right now; hopefully they get fixed. At the moment you often cannot use the autoattack ability at all if you have the enemy you want to attack targeted prior to beginning combat. If you target another mob entirely (something outside the ring, for instance) then get into combat with a bear inside the ring by getting close enough for it to engage you, you should be able to switch to it and use all of your abilities successfully. It's a pain, but better than using 4 until the enemy dies.
