I'm unable to get the journal to drop. I contacted a GM and heres the answer:
Hey <name>,
So we seem to having an issue with Horde players being unable to acquire the journal for some odd reason...
I have made a bug report about the issue but given it is older content I would not hold my breathe for an update (pun intended).
If you are trying to get the completion for Lore Master achievement for the area this is just a single quest it does not start a chain.
