TheWoWDBQuest text is a little misleading. You do not have to kill horde players, just mobs. Conquest Hold Raiders will do.

As of this writing (12-11-14) this quest awarded no honor (at level 90 at least), nor was my alliance toon flagged pvp while doing the quest.

Also tried this quest on a level 73 alliance toon. No honor points were awarded, nor flagged for pvp.
Seems the quest is not bugged, but has been "fixed" by Blizzard to work this way, permanently.
If you kill Conquest Hold Raiders that are already badly injured by Alliance NPCs, you will not get credit. Try to grab a fresh one.

Description
The Venture Company's on its way out of Grizzly Hills. They used to run logging operations here, but things got a little too dangerous for them. Their abandoned sites are up for grabs and we sure as hell can't let the Horde get their hands on them. The Blackriver Logging Camp is the smallest of the three logging sites in this zone, but we still need it. Do your part and fend off the Horde forces. Any lumber they get here will be made into weapons to be used against us elsewhere.
