This quest isn't offered until you've completed Urgent Delivery! Given that the follow up to this breadcrumb quest is available earlier, this one's fairly easy to miss.
Incorrect - I just did this on 19 Nov 2009 on a Human Warrior. As mentioned above, the trick is that you have to do the short chain for Proenitus first, and then he'll give you this quest. It's easy to miss, because the followup is immediately available without this breadcrumb, and Botanist Taerix is about 20 yards away from Proenitus, so you'll probably grab both quests, and never know that this breadcrumb was available.
