TheWoWDBFor me, the quest became available (along with And Justice for Thrall) when I handed in Lok-rath is Secured.
At that time, I had all parts of Nagrandeur already completed except for 'The Ring of Trials' and 'The Legacy of Garrosh Hellscream', but had not yet picked up any quest from [npc=79188].
I wish all of you good luck in hunting this truly elusive quest. :)
