You need to find and slay the once-elite rock elemental that used to wander the whole zone with his little kobold buds and is now, thankfully, stationary and alone: Fozruk
Once you get the Rod of Order from him, you turn it in to the Keystone, at which point this big ugly jerk spawns and tries to smoosh you. Rude! Kill him a lot.
After you deal with that unpleasant business, you will notice that the Stone of Inner Binding has a quest available:
- Horde: Myzrael's Tale - turn in to Zaruk at Hammerfall
- Alliance: Myzrael's Tale - turn in to Skuerto (what a name!) at Refuge Point
When you turn in Myzrael's Tale, you'll get to find out that, probably not for the first time, you did a bad, bad thing.
(srsly, Zenn's Bidding, anyone? yes, we were naïve to trust someone with a last name like Foulhoof, but he seemed so sincere! and they probably deserved it anyway. also, the sun was in my eyes...yeah)

What to do
Description
Opening the Stones of Binding loosened much of my confinement, but a lock still holds me chained. It is the Keystone you see among this circle of stones. And the key is held by one of my captors, the stone watcher Fozruk. You must obtain that key, which the stone watchers call the Rod of Order, from Fozruk and use it to open the Keystone. {name}, you have done so much to aid me. Just a little more...and my gratitude will shake the very foundations of the earth!
